Security audit policy "Audit Logon Events" is not enabled. Client Access License (CAL) information will not be collected.

From a support forum: "We did manage to fix the issue by creating a Group Policy to allow success auditing of the Logon event and overwrite as necessary."
If you are using SCCM '07 CAL (Client Access License) reporting you have to enable the auditing of Logon/Logoff policy:
(LOCAL Security Settings->Local Policies -> Audit Policy -> Audit Logon Events) => allow Success auditing
For folks who are still receiving Event ID 20, even after following the above recommendations, it might be caused by audit policy subcategory settings introduced in Vista and Server 2008. Group Policy Results in Group Policy Management snap-in will report your audit policies are being applied, but in reality they are being overwritten.
