Volume Shadow Copy Service error: The Volume Shadow Copy infrastructure cannot be used during Safe Mode. I had this error logged on a Windows 2008 server, turned out VSS service was not running.
This issue occurs because the VSS system files are not registered. See ME940032

for a hotfix applicable to Microsoft SQL Server 2000, when used with Microsoft Windows Server 2003 x64 Edition.
As per Microsoft: "This problem occurs when the backup program tries to use a Sqlvdi.dll file that has been unregistered. Typically, the Sqlvdi.dll file can become unregistered when you uninstall SQL Server Desktop Engine (also known as MSDE 2000) from a computer that is also running Microsoft SQL Server 2000". A client started getting this message when backing up the Shadow Copy Components after MSXML4.0 was installed (MSXML3.0 was installed previously). I corrected this by registering "msxml3.dll" with the command: "regsvr32 msxml3.dll" (no quotes).
I fixed this problem by re-installing MSXML 3.0. I also installed MSXML 4.0 for good measure.
