I have also found this to occur when the i8042prt driver is installed for a DELL Quietkey keyboard. Try changing the keyboard to a PC/AT Enhanced Keyboard (101/102-Key) and see if this resolves the issue.
As per Microsoft: "This issue can occur if you have a Universal Serial Bus (USB) device or devices, such as a Microsoft USB keyboard or mouse, attached to an Entrega 3U1E conversion hub. This behavior is by design". See ME255249 for more details.
We have encountered this event on systems that are using a keyboard/monitor (KVM) switch. It usually indicates a poor quality KVM switch. If no KVM is used and if the keyboard is still working correctly then no action is needed. Otherwise, check the connections. If you still get this message, try using a different keyboard.
