According to a support thread (EV100218) this may be one of the consequences of promoting a Management Server to the role of Root Management Server.
From the original post: "This is a confirmed problem with MS promotion to RMS. It leaves behind the DW (Data Warehouse) processing (it stays on old RMS after the promotion). There is no "easy" way to fix the issue except just starting Sdk service on old RMS - that should take care of MP transfer. Once SP1 is installed you can promote some other MS to RMS and then back to move DW processing to the regular RMS."
