From a support forum: "Ran the Office Diag, which found a problem & repaired it, but no joy. Ran Scanpst.exe, which fixed it. See EV100375 (Cannot start Microsoft Office Outlook, Unable to open the Outlook window.)
In my case the underlying issue was that FrontPage 2002 wasn't recognizing that Internet Explorer 3.0 or greater was installed, which the program requires. After a reinstall it provided me with a message to this effect that it hadn't before. The message was only provided upon the first attempt to run FrontPage. During subsequent attempts to launch the application, this error was not provided.
Internet Explore 5 was installed, so I started it, and went to Help > About Internet Explorer. There was no version number listed at all for this installation. I tried running the IE5.5 setup and running it over the top of the IE5 installation, but it had no effect.
I then ran the IE6 setup and upgraded the IE installation. Once IE6 was installed, a version number appeared in Help > About, and FrontPage would then load, without even having to reinstall. Problem solved.
