In my case, I was not able to get the counters to run on my Windows 2003 system. Changing the Performance Logs and Alerts service account to use the Local System account instead of the Network Service account, as per ME839506, solved my problem.
Start the "Performance Logs and Alerts" services using domain administrator's rights on data logging computer.
This occurs when the Performance Logs and Alerts service is started prior to properly configuring perfmon counter logs.
Just run the performance monitor program from the system that this event is occuring on and the error will go away. Running the performance monitor program will initialize the configuration.
