I ran the following commands and the errors stopped:
- winmgmt /clearadap
- winmgmt /resyncperf.
This event can be ignored if it occurred when Windows 2000 was started in Active Directory Restore mode or some other form of Safe Mode.

As per Microsoft: "The server might be running out of memory. Try stopping other running applications and services. Also try restarting the server. If you continue to see this message, contact technical support."
This error could occur due to ndiswan.sys beiing either missing or corrupt. See also Event ID 20027.
You can easily generate this error by disabling the hidden devices WAN miniport (IP) etc in device manager (same effect as something wrong with driver file).
I began to get this error after disabling several services (including Remote access connection manager). Once it was reenabled the error went away. BTW, you need Telephony and Remote access auto connection manager both set to manual or automatic for RACM to begin working and error to clear up.
