What is the role of the Microsoft Exchange System Attendant (MSExchangeSA) service?
As per Microsoft: "The issue can occur because of an invalid or missing third-party e-mail address generator. When the Microsoft Exchange System Attendant service starts, it tries to load an address generation .dll file for each address type that the Recipient Update Service requires to generate the third-party proxy address. If the System Attendant cannot load the .dll file for any address type, the Recipient Update Service does not process the accounts". See ME286356 to solve this problem.
As per Microsoft: "An e-mail address generator or add-in extension .dll file may have been moved or renamed, may no longer exist, or may have been corrupted". See MSEX2K3DB for more details.
As per Microsoft: "The proxy address generator may not properly generate a GroupWise address for the mailbox agent". See ME253638 for a workaround.

File: "\address\proxy_address_type\processor\proxy.dll" - As per Microsoft: "This issue can occur because the post-SP3 fix updates the .dll files, but does not update the directory information, specifically the File-Version attribute on the address generators.". See the link below for more details.

Related to this event is the error: "Extension SMTP could not be loaded." which occurs when trying to view the Internet Mail Service (IMS) properties. See ME186787.
File: "\add-ins\SMTP\i386\imcadmin.dll" - The event may appear also when you view the Internet Mail Service properties in Microsoft Exchange Server 5.0 administrative tools after adding a version 5.5 server to a site that contains only version 5.0 server. The solution is to access the Internet Mail Service properties in each Microsoft Exchange Server version 5.0 in the site. This ensures that the version 5.5 Imcadmin.dll file has replicated to the server correctly. See ME183320.
File: "Addins\Wireless\i386\igwadmin.dll" - The event occurs when you attempt to create a user in a recipient container of a Microsoft Exchange Server computer, which was recovered. As per Microsoft: "These errors are due, most likely, to the fact that the recovered server does not have the full directory structure of the original server. Consequently, there may be some absent files for any third-party software." See ME190025 for details.
