Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.
The purchased license data could not be saved to CPL.CFG. The data is the error code.

From a newsgroup post: "Please check the permissions on “%systemroot%\System32\Cpl.cfg”. Make sure that system has full control. If it does then the problem may be a corrupt file. You can follow ME194065 to reset the licensing. You will have to re-add your licenses to the database".
ME185953 shows information on how the License Service keeps track of license usage.
I had experienced this issue on a Windows 2003 Server after resetting the license server. Microsoft article ME883399 helped me to resolve this problem.
