No DNS servers could be retrieved from network adapter 00000000-0000-0000-0000-000000000000. Check if the computer is connected to a network and Get-NetworkConnectionInfo returns any results.

From a support forum: "I was getting this error in Exchange 2010. Under the EMC I went to Server Configuration, right click, Properties. After a P2V conversion it removed the Internal and External options from the server, it was just totally blank. I put the NIC in there and it brought the DNS servers in. So far no errors, I'll report back later if that does it for sure."
EV100592 (Unable to relay outbound email - DNS query failed) provides a fix for a similar situation (event id 16025).
