As per Microsoft: "This event indicates that the DSAccess process could not contact any global catalog in the forest. Either none could be discovered in the directory using the DsGetDcName process, or no global catalogs that were discovered could be reached through an LDAP call to Port 3268 (the global catalog port). DSAccess cannot operate without a global catalog because all searches for user information are sent to the global catalog". See MSEX2K3DB for more information.
