This issue can occur if the Microsoft Winsock Proxy Client 2.0 is installed and enabled. After you apply Windows 2000 SP2, if the Winsock Proxy Client 2.0 is installed and enabled, the name resolution may not work, which causes Exchange functions and features to stop working correctly. See ME300517 to solve this problem.
This problem may occur if Exchange 2000 is installed in an environnement with only one domain controller. I downloaded and installed Exchange 2000 Service Pack 3 and the problem was solved.
As per Microsoft: "The system account no longer has access to the Server container in Active Directory sites or the Services container for the site that the server is a member of". See ME283257 for more information.
