Message class IPM.POST - M960993 indicates that this may be recorded on Exchange 2003 if one of the posted messages of the same replication message includes uncompressed Rich Text Format (RTF) body in the PR_RTF_COMPRESSED property. A hotfix is available.
As per Microsoft: "If a user sends mail to the address of the public information store, the information store drops the message and SMTP sends an NDR (non-delivery receipt)". See MSEX2K3DB for more details.
