This issue typically occurs when another service or another program that is running on the Windows SBS-based computer is accessing the H.225 remote access ports. See ME937534 to resolve this problem.
For me, this was an indicator of Remote Access problems. It also involved some sort of IP conflict, so I changed the IP address assignment in Routing and Remote Access from DHCP to an unused static address pool.

You may get this error if another service is using the particular IP address. In most cases, this address has been bound to the WinProxy service. Open win proxy properties and remove the offending IP from its list.
