As per Microsoft: "DSAccess cannot bind to Active Directory. This could be a result of network problems or misconfiguration. This is a critical error if no other domain controllers are available for load balancing". See MSEX2K3DB for more details.
Port 389 is assigned to LDAP, a protocol used by Active Directory and Exchange (see ME240078). Error 52 means "A duplicate name exists on the network.".
