The Firewall service failed to apply the Network Load Balancing configuration on the local computer.
We tried to enable Network Load Balancing (NLB) on an ISA-Server 2004 EE Array. The problem was that on this machine we had some virtual NICs (due to the use of VLANs) and this caused the error. These NICs were not the NICs on which we tried to enable NLB. Having such adapters in the machine is enough to cause this error. We removed this adapters and disabled 802.1q on the HP machines and the error was gone.
I also found similar information on the web: "We found the issue; the external interface was 2 NICs configured for teamed fault tolerance. Even though we were not trying to load balance the external NIC, it still did not like them configured on the machine. Basically on an EE Array with ISA NLB donít have any teaming on any interface".

For ISA 2004 with SP2 there is a KB article to solve such a similar issue. See ME912943 to read the article.
