This issue may occur if the Windows Small Business Server license store has been reset to the default value of five CALs. See ME888818 for information on solving this problem using multiple methods.
This warning is generated on Microsoft Small Business Server when you have come close, or exceeded the number of currently installed licenses. You must purchase and install more Device or User CALs.

From a newsgroups post (pre-SP2): "There is a fix from Microsoft that addresses it, you have to call them to get it.  I got if from them, loaded it and it didnít fix the problem.  I took the suggestion to stop and disable the Licensing Service, I did this on all my servers, and everything has been running great for about a month so far."
