Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

The EDI subsystem could not create a socket listener the EDI subsystem was unable to get service information.

This event will occur if there is no enabled receive location on the Biztalk box. I had our partner's receive location accidentally disabled and it triggered this error. By re-enabling it, the document went through.
I found a missing entry (shown below) in the services file (Windows\System32\Drivers\etc\services):
