What is a heap?
ME184802 describes a condition when this event occurs in Windows Server 2003 if the total desktop heap becomes the system-wide buffer size. The recommended fix is to decrease the desktop heap size.
The 'Ntdebugging Blog" link provides an overview of the desktop heap.
This event was seen on a W2K3 server after failing to initiate an RDP session ("The connection was ended because of a network error"). Rebooting periodically also helps (server was up for 30 days). See the following articles for information on how to address this problem: ME126962, ME142676 and JSI Tip 8057.
