We had the same problem and solved it by performing the steps below:
1. Stop all the eSCM Services.
2. Copy dunzip32.dll and dzip32.dll from the eSCM\Common folder to the eSCM\Bin folder.
3. Create the following files in the eSCM\Bin folder: DCollSrv.exe.local, QmgrSrv.exe.local, and CRepSrv.exe.local.
4. Restart the eSCM Services.
