As the description of the event indicates, the operating system was in the process of being shut down (or restarted) when the application mentioned in the event tried to start. If for some reason, Windows is being shut down immediately after restart, there can be several applications that are still in the process of being started so this event may occur. In most cases, this message can be ignored.
ME217605 is just an example showing that this may be recorded when Office is being installed (and the installation process restarts the system).
