Terminal Services Licensing can only be run on Domain Controllers or Server in a Workgroup. See Terminal Server Licensing help topic for more information.
As per ME277917: "Terminal Services licensing has been installed on a server that is not in a workgroup or on a server that is not a domain controller (DC) for the domain it is based in. To resolve the issue, install Terminal Services Licensing service on a DC. The DC does not necessarily need to be run the Terminal Services service, just the Terminal Servers Licensing service."
