As per ME188649, the application in which the file was edited did not correctly preserve all fields in the original file. The most common cause of this problem is that the last column of the .CSV file contains blank values for some or all objects exported. See the Q article for workaround.
Also, ME155414 suggests that this error is generated if the data supplied in the .CSV file during an import is incomplete.
