The rules quota of mailbox <mailbox> has been reached and the OOF Assistant is unable to enable or update OOF rules. Delete some existing rules or increase the user's rule quota and reattempt to set the OOF. You can use the Set-Mailbox cmdlet to increase a user's rules quota.

Got this error with a user running Outlook 2007 connecting to an Exchange 2007 SP1 server that was having problems with the Out of Office Feature. OOF could be enabled but it didn't autoreply to internal nor external mails. For other users it worked just fine. Started Outlook with the command line switch CleanRules:
This deletes the rules for the user in the mailbox and on the server which solved the problem I had.
Increasing the size of RulesQuota for the mailbox may also be a solution:
Set-Mailbox <mailbox> -RulesQuota:<size>
