Performance monitoring for the Gatherer service cannot be initialized, because the counters are not loaded or the shared memory object cannot be opened. This only affects availability of the perfmon counters. Rebooting the system may fix the problem.

The solution in my case was to type "C:\Program Files\Common Files\System\MSSearch\Bin\mssearch.exe /regserver" to rebuild the perf counter.
According to Microsoft ME197609, the Gatherer service is used by Microsoft Site Server version 3.0, so this application will eventually miss the perf counters.
