As per MSW2KDB, no router on the LocalTalk network which is connected to a LocalTalk adapter is seeding the network. A LocalTalk network must be seeded by at least one router.
According to Microsoft: "This message is for your information only. It notifies the network administrator that bad packets are on the network." See MSDN link below.
