IPSEC PolicyAgent Service: Ipsec Driver failed to start.
In my case, I have installed PGP Desktop v7.1, which prevented the start of IPSEC policy agent.
From a newsgroup post: "This event was caused by a corrupted IPSec policy. Delete it and reload the .ipsec file."
In my case the issue was a Sonicwall IPSec VPN client installed on the Win2k machine (this will probably be caused by other IPSec clients also). Once uninstalled (the Sonicwall Client) the policy agent started fine.
