Activity logging is disabled because the Fax service cannot access the folder <folder> specified for the activity log. You can modify the location of the activity log from Fax Service Manager. For more information see Troubleshooting in Fax Service Manager help.

This error code indicates the cause of the error.
In my case, Inbound and Outbound faxing was not working. Granting the Network Service account read/write permissions to the directory specified in the event's description solved the problem.
