This can happen if the Netlogon service is stopped on the machine supposed to run Backup Exec and you try to start the Backup Exec service. The service will not start due to a dependency failure.
I had received this error when starting the Backup Services whether manually or through a reboot and scheduled jobs were not running even though the time had passed. Found that the Media Server was paused under the "Media" or "Reports" tabs in Backup Exec. When the Media Server''s check mark on "Pause" was removed, the error was resolved and backups continued normally.
Check if the Media Server is paused under the "Media" or "Reports" tabs in Backup Exec and uncheck "Pause" on the Media Server.
