According to Symantec Document ID 258269, this error message occurs because the bar code rules have been enabled, but there are no rules set up for the media within the robotic library. Since there are no rules defined, Backup Exec is unable to find any media that is compatible with the tape drive inside the library. See the document for details.
In another case, whenever I attempted a backup job, I would receive a semaphore timeout error. I updated the tape device drivers for Backup Exec 9.0 and I updated the SCSI controller drivers, which in this case was an Adaptec 29160. "Veritas Support Document ID: 267696" was very helpful. After following these steps, the semaphore issue went away.
