This event will be logged if the network adapter is unable to maintain a reliable link at the fastest advertised speed. There are likely one or more broken strands in the cabling between the adapter and the switch.
Ideally, the cabling and connectors should be inspected and replaced or repaired as necessary. If this is not possible, manually setting the link speed and duplex on the adapter and the switch to a lower speed may help improve the reliability of the link. If the speed and duplex cannot be set on the switch (if, for example, it is an unmanaged switch), be sure to set the duplex on the adapter to "half" to avoid a duplex mismatch.
