In my case, the problem appeared because a non-existing account was used as the admin account of the IMC. Thus, the service failed to start. Changing the account to an existing one solved the error.
As per Microsoft: "This issue can occur if the value of the following registry key does not match the corresponding directory entry: "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\MSExchangeIMC\Parameters\SiteDN". This issue can also occur if the wrong Organization or Site name was used when Exchange Server was reinstalled on the computer". See ME298565 and ME155814 for more details.
