From a newsgroup post: "Your package and or the dlls it contains seems corrupted or out of sync with the MTS catalog. When there is an activation call MTS runs MTX.exe with the /p <PackageGUID> parameter it takes the <PackageGUID> from the its catalog. in your case MTS is saying that it can't map the <PackageGUID> to an existing package or that something wrong happens when it tries to bind the dlls into the MTX surrogate process. I suggest you to recreate your package."
