Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.
The correct time format is hh:mm:ss. Check the value of SpTime in the registry.

What is the role of the WINS service?
When you configure a Pull relationship between two or more WINS servers, if an actual start time for the Pull parameter has not been configured using the hh:mm:ss format, WINS will generate this event. See ME194339, "JSI Tip 0806" and MSW2KDB for additional information about this event.
As per Microsoft:"You entered the time in a format the application does not recognize.Check carefully for an incorrectly typed value, then reenter the time setting."
