Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. I was unable to remove/reinstall TCP/IP from network properties as per ME284955. For information on how to reset (reinstall) TCP/IP on Windows Server 2003, please see ME317518 instead.
As per Microsoft: "You do not have permission to access this registry subkey, or the registry subkey might be corrupted". See MSW2KDB for more details.

As per Microsoft: "This behavior can occur when a registry key required for the TCP/IP configuration is missing.". See ME284955 for details.
Try to reinstall/update network card drivers. It worked for me.
