Event ID: 4191 Source: Tcpip

IP could not open the registry key for adapter TCPIP\Parameters\Adapters\NDISWANIP. Interfaces on this adapter will not be initialized.
I was unable to remove/reinstall TCP/IP from network properties as per ME284955. For information on how to reset (reinstall) TCP/IP on Windows Server 2003, please see ME317518 instead.
As per Microsoft: "You do not have permission to access this registry subkey, or the registry subkey might be corrupted". See MSW2KDB for more details.

As per Microsoft: "This behavior can occur when a registry key required for the TCP/IP configuration is missing.". See ME284955 for details.
Try to reinstall/update network card drivers. It worked for me.
