Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.
WINS could not create the notification socket. Make sure the TCP/IP driver is installed and running properly.

Open regedit and go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters. Check the type for DataBasePath. The type must be REG_EXPAND_SZ , recreate it if this is not true. The default value should be %SystemRoot%\System32\drivers\etc. Restart the Wins service.
As per Microsoft: "This event record indicates that WINS was unable to send a packet". See MSW2KDB for additional information about this event.
