Comments

From a support forum: "In my case, the problem was caused by the fact I had more than one WINS server listed in TCP/IP settings on the WINS servers themselves."
See ME925340 for a hotfix applicable to Microsoft Windows Server 2003.
This event indicates an overloaded WINS server. See WITP73173 for more details.
ME321208 should sort your issue out. Please also read ME185786.

Your error message can be mapped to: WINS_comM_FAIL E0000008 A communication failure occurred. Check for disconnected or unreachable systems..

Please check the following on your servers:
Make sure that you configure each server to point to itself.
Each WINS server that you install on your network must register its own set of unique names and group NetBIOS names in WINS.
WINS service problems may occur if different WINS servers own the names that a particular WINS server registers. To prevent these problems, configure each WINS server as its own primary WINS server and secondary WINS server.

If the above does not help you follow this action plan:
Try Stopping and Starting the WINS service on the affected servers.
In WINS Manager, click Configuration on the Server menu: Ensure that the Replicate On Address Change check box is cleared for ALL servers.
Break replication (On all servers)
Run Consistency Checker on all WINS servers. (Verify Database Consistency and Verify Version ID Consistency). See ME145881.

If this does not work, your last option is to manually recreate a WINS database for all your wins servers. See ME168712.
