What is the role of the WINS service?
As per Microsoft: "You need administrator, account operator, or system operator rights to execute this function". See MSW2KDB for additional information about this event.
We had this problem when we setup WINS on two machines, logged on as local administrators. They were in different domains and whenever those machines were logged on to the domain, WINS gave this error with "access denied". To fix this we made remote domain admin members of local admin groups.
As per Microsoft: "The user logged on to the console of the WINS server does not have sufficient permissions to perform a replication."
I think we got this error due to executing a WINDUMP from a server with too few permissions.
