This error is caused by having WINS installed but the service disabled. How to fix: uninstall WINS or enable the service. (Error is reproductible by installing WINS, stopping and disabling the WINS service, running Performance monitor and selecting Add to enumerate the Performance objects.)
This event also occurs in the same conditions (Wins disabled) during the server startup.
Use exctrlst.exe from the Windows 2000 Resource Kit to disable the performance counters if you do not plan to use them.
