MS DTC cannot start on this cluster node because the MS DTC resource is currently owned by another node in the cluster.

In my case, this event occured after I rebooted two nodes at the same time (blackout, ups failure, etc). Rebooting the node that currently owns MSDTC solved the problem. The same thing happened with the DHCP service.
