In most cases, this means that MSDTC is not installed properly or somehow got corrupted. To reinstall it, follow these steps:
- Go to the command prompt
- Change directory to C:\%windir%\system32
- Type: msdtc -uninstall
- Restart PC
- Go to the command prompt
- Change directory to C:\%windir%\system32
- Type: msdtc -install
As per T774158, one should verify if the registry entries for the MSDTC service are correct. Unfortunatelly, it doesn't say what are the correct settings. Maybe you can verify on another system (running the same operating system) and if something is missing or incorrect, modify the registry accordingly.

In a support forum, it was suggested that simply opening Add/Remove Programs and then select Windows Components, will cause Windows to check all the COM settings and fix some of the settings (if they are corrupted or missing). Since this problem is related, this simple task may fix the problem. Another suggestion is to uninstall MS DTC and reinstall it - see ME891801 for instructions on how to do that.

Citrix document id CTX112709 says that this may show up if MS DTC is not installed and you try to add or modify a desktop group in the Citrix Desktop Broker Console.
