Event ID: 4510 Source: DNS

The DNS server was unable to connect to the domain naming FSMO <Server name deleted>. No modifications to Directory Partitions are possible until the FSMO server is available for LDAP connections. The event data contains the error code.
I had this problem because the first domain controller running DNS had the zone configured to "Transfer to all DNS servers in the forest". Changing it to "Transfer to DNS servers within the Active Directory domain" fixed the problem. Of course, this network is part of a larger forest, so check your setup before trying to change the zone configuration.
This error usually means that the FSMO schema master cannot be contacted. See ME324801, which describes how to change the schema master role for a domain controller.
