The HRESULT specified in the event may provide an indication about the nature of the problem. For example, Error code 0x80070005 means "Access denied" so this may be a permissions issue.
The GUID associated with the subscription in the event may also point to the actual application affected by this problem. For example, GUID AA44355E-6911-4447-BA5D-6720480579AF is related one of the applications installed with Dell computers.
T726305 provides a generic description of this error but without firm recommendations.
From a support forum: "To solve this, please add the multivalue key in regedit: DependOnService on HTTP driver HKLM\CurrentontrolSet\Services\HTTP Set the key to CrypSvc. Restart. This problem was recorded in Windows Server 2008, in R2 it was fixed."
One user reported this being fixed by the installation of Norton Antivirus.
