MSDTC encountered an error (HR=0x80000171) while attempting to establish a secure connection with system computer_name

One user reported this error as being caused by a hardcoded server name in one of their custom applications. The name did not exist anymore so the connection was not possible.
The EV100199 blog post from Microsoft SQL Server Support Team indicates that this error is caused by the failure of MSDTC to communicate with the indicated host, in their case due to a lack of mutual authentication method. They reference ME899191 about the Network DTC Access behavior in regards to authentication. To resolve this they enabled Network DTC Access with no Authentication.
