Application ("C:\Delphi2007\bin\bds.exe" -pDelphi) (PID: 4580) is using Windows functionality that is not present in this release of Windows. T774107 suggests to verify that the Remote Procedure Call (RPC) service (RpcSs) is running by opening the Services administrative tool and ensuring that the status of the service is Started.
Some support forum posts say that you may get this error if you run an application that is not supported by Windows Vista. There were several changes in Vista that made it incompatible with some applications that run just fine under Windows XP. The solution would be to run the Vista-version of the application in question.
