To use Registry editor to resolve this problem, follow these steps:
On the upgraded Windows Server 2003-based domain controller, click Start, click Run, type regedit in the Open box, and then click OK.
Locate and then right-click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Dhcp
Click Permissions, click Add, type network service, and then click OK.
Click to select the Full Control check box in the Allow column of the Permissions for NETWORK SERVICE box, and then click OK.
Locate and then right-click the following registry subkey:

Click Permissions, click Add, type network service, and then click OK.
