The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

What is a DLL?
As per Microsoft: "This problem occurs because of the behavior of the Windows Error Reporting Service (WerSvc). If the manifest file (Wertargets.wtl) is in an expired state when the Windows Error Reporting Service starts, Windows Error Reporting Service logs Event ID 5007. This is the expected behavior of Windows Error Reporting Service. However, the manifest file expires when the service starts. Therefore, Event ID 5007 is logged every time that the computer starts".
