The McShield scanning service cannot get the TCB privelege. Please check that the account McShield is running under has the "Act as part of the operating system" right.
In my case, this error appeared when I started the "Network Associates McShield" service while the server was shutting down. Waiting for the reboot to be completed and starting the service again solved the problem.
