The supplied password is invalid. The startup parameters in services have been entered incorrectly, or the floppy that is used to supply the startup parameters is corrupted.
The most common cause of this is an incorrect password (which many forget is case-sensitive). It could also indicate tht the floppy disk used to start the KMS is corrupt or unreadable. See ME190699 for more details.
