Build a great reporting interface using Splunk, one of the leaders in the Security Information and Event Management (SIEM) field, linking the collected Windows events to www.eventid.net. The EventId.Net for Splunk Add-on assumes that Splunk is collecting information from Windows servers and workstation via the Splunk Universal Forwarder.

I first saw this on restart after applying MS hotfixes ME951748 & ME951746. It has essentially eliminated spam filtering on the server. I get it every time I start the Spam Folder Agent service. I am running SMSSME 22.214.171.1248 on SBS 2000 (SPs & hotfixes applied) with Exchange 2000 (SPs and hotfixes applied).
I suspect bad interaction with MS ME951748. Symantec support was not familiar with ME951748 issues, but I am on older version of SMSSME. Symantec's tech thinks it is a permissions problem and wants me to go to SMSSME 126.96.36.1992. I plan to back out the 2 MS hotfixes first.
